I agree (probably - some bad people know they're bad), but I don't think this means that we should avoid doing things we think are good (even in some circumstances if others may consider them cruel).

It means rather that we need to be humble with our beliefs. We should act out of the conviction of our beliefs, but our acts must always be tempered by the awareness that we are certainly wrong about some of them and we don't know which ones.
